Blue Card?

i know it's been a while since I did a half but when did the blue cards enter our sport?

Technical Officials may issue

o Yellow Card - Stop/Start Penalties in transition and on the run leg

o Blue Card - Time Penalties of 5 minutes to be served in the Penalty Box on the cycle leg. Two or more blue card time penalties may result in the competitor being disqualified by the Race Referee.

o Red Card – Major Infringement. The competitor may continue to complete the event but must afterwards meet with the Race Referee who will rule on the violation.

Yellow used to always be a time so penalty.  Why not have just kept it that way and introduced the blue card as the stop/start penalty?

What I don't get it why it wasn't green. Like every other sport. 

Green - stop start penalty. 

Yellow - same

Red - same. 

Nope, we have to do blue 'cause triathlacon

Blue card was used in South Africa for blocking. Quite a few dished out.
