I personally think they just rushed the decision. 

The caliber of the two athletes involved meant they had to do something and quickly as the eyes of the world were on them.

And being bloody bureaucrats, once they'd made the decision they were never going to lose face and change their minds.

Plus, re-instating him once he'd missed a Stage would have drawn complaints from all and sundry. No win situation for all concerned.

The slow motion close up video   also seems to show Cavendish giving a slight head bump to Sagan early in his move.

Watch that video for a few seconds from 1:38. It clearly shows Cav swerve towards Sagan just as he approaches the grate. 

 

Maybe coincidence? To me it looks like he tried to swerve around it.

In more brilliant consistency, Uran (Columbian) and Bennet (Kiwi) were docked 20sec for taking a feed inside the last 20km last night, in the same time/area that Bardet (French) took one, and went on to win the stage (without a penalty). 

The UCI and TdF Commissairs must be the only ones that like the French.
